They could have had him for not much more that the veteran's minimum.

I have no quarrel with Hoyer, he a solid professional and all that, but his limitations are well documented and 3 years @ $12 mil/$9 mil guaranteed is retarded.

Hoyer's was awful in SF. He was brought in as a transitional QB. Hoyer's had some success in Cleveland under Shanahan but in SF Hoyer was lost. Hoyer was outplayed by Beathard. That is how bad he was
